OUR PEOPLE IN PROFILE- CARL S. RICHIE, JR.
Carl S. Richie, Jr., is the joint City-County appointee to the Travis County Healthcare District Board of Managers. He serves as Chairperson of the Board of Managers, and serves on the District’s Legislative, Audit and Strategic Planning Committees.
Mr. Richie is very active in Austin’s civic community. In addition to his service on the Board of Managers, Mr. Richie serves as Vice Chair of the Board of Commissioners for the Housing Authority of the City of Austin and its two non-profit subsidiaries; Austin Affordable Housing Corporation and Southwest Housing Compliance Corporation. He is the recipient of the National Association of Housing and Redevelopment Officials’ (NAHRO) Elizabeth Wells Memorial Award, Southwest Regional Council of NAHRO’s Commissioner’s Public Service Award and Texas NAHRO’s Commissioner of the Year Award. Currently, he serves as a member of the City of Austin Affordable Housing Incentive Taskforce.
Mr. Richie serves on the Board of Directors for the Greater Austin Chamber of Commerce and St. Edwards University School of Behavioral Sciences Advisory Board. Among the honors he has received for his civic work is the 2005 Greater Austin Chamber of Commerce “Volunteer of the Year” for his work in education, workforce development and governmental relations.
After practicing law in three major Texas law firms and becoming partner, Mr. Richie started his own law firm, which specializes in administrative law, legislative representation, and strategic counseling. Mr. Richie represents clients before the Texas Legislature on a broad array of public policy issues and in contested and enforcement administrative matters before state and federal agencies. He advises non-profit organizations on ethics and board governance issues.
Mr. Richie has worked on all three levels of government. He began his public service career in 1983 serving as a Fellow to a member of the United States Congress. Next, Mr. Richie worked as a legislative assistant to a member of the Houston City Council and served as a legislative assistant to two state senators. Mr. Richie served as Deputy Chief of Staff to Texas Governor Ann W. Richards. During his tenure with Governor Richards, he served as Interim Director of the Texas Ethics Commission, advised the Governor on state agency appointments and had responsibility for emergency management issues.
Mr. Richie earned a bachelor’s of science degree from Texas A & M at Commerce, a master’s degree in public administration from Texas Southern University’s Barbara Jordan/Mickey Leland School of Public Administration, a doctorate of jurisprudence from the University of Houston Law Center. In 1993, he was a Public Policy Fellow at The University of Texas School of Law Center for Public Policy Dispute Resolution.
