Finances and Funding
The Travis County Healthcare District (TCHD) is a limited-purpose taxing district that levies property taxes to fund healthcare for indigent residents of Travis County. When the TCHD was created in 2004, Travis County and the City of Austin transferred to the TCHD most of their respective tax bases dedicated to indigent healthcare. After this transfer, the District assumed responsibility for levying taxes to finance indigent health care services. State law currently provides that this levy may not exceed 25 cents on each $100 of the taxable value of property taxable by the District.
The District's tax rates are as follows:
2007-2008 - .0693 per $100 valuation
2006-2007 .0734 per $100 valuation
2005-2006 .0779 per $100 valuation
2004-2005 .0779 per $100 valuation
Both the TCHD Board of Managers and the Travis County Commissioners Court must approve the budget and tax rate for the TCHD each year. Before the approval of the budget and tax rate, the TCHD is required to hold two hearings to receive comments from the public.
TCHD does not provide any direct services. Therefore, the majority of its budget is dedicated to contracting with other entities to deliver and manage direct healthcare services, including those provided through Brackenridge/Children's Hospital, Austin Women's Hospital, Seton Shoal Creek Hospital, and 14 Community Health Centers.
The fiscal year (12-month accounting period) for TCHD begins October 1st and ends September 30th.
