CONFLICT-OF-INTEREST DISCLOSURE INFORMATION


Chapter 176 of the Local Government Code was enacted by the 79th Legislature (H.B. 914) to provide access to information concerning business relationships between local government officials and venders that contract with local governmental entities, including the Travis County Healthcare District. The manner by which information about these business relationships between local government officials and the vendors was further clarified by Attorney General Opinion GA-0446.

In 2007, H.B. 1491 was enacted by the 80th Legislature to ensure that the disclosure requirements are clear and comprehensive while providing the public with access to information concerning business relationships between local government officials and vendors. The Texas Ethic Commission adopted a new Conflict-of-Interest Questionnaire for vendors and a Conflict-of-Interest Statement for officials on June 29, 2007. The law requires that both Conflict-of-Interest Questionnaires ("CIQ"s) and Conflict-of-Interest Statements ("CIS"s) filed with the District be posted on the web site maintained by the District. Links to these completed and filed forms appear at the bottom of this page.

Compliance is the responsibility of each individual, business, and agent who is subject to the law's filing requirement. If you are required to file a Conflict-of-Interest Questionnaire, you must file it with the Administrative Coordinator of the Travis County Healthcare District:

CONFLICT-OF-INTEREST QUESTIONNAIRE FOR VENDORS


Chapter 176 of the Local Government Code requires the filing of Conflict-of-Interest Questionnaires by certain individuals and businesses. The law applies to businesses and individuals who contract with the District, businesses and individuals who seek to contract with the District (regardless of whether a bidder is awarded the contract), and agents who represent such businesses in their dealings with the District.

The questionnaire requires disclosures describing certain business and gift giving relationships, if any, the filers may have with the Board of Managers. A list of government officers about whom filers need to disclose is provided below. If a Conflict-of-Interest Questionnaire is not filed together with a proposal or other bid submitted to the District, a Conflict-of-Interest Questionnaire must be filed with the District no later than the seventh business day after the person becomes aware of facts that require a statement to be filed.

Filers are also required to complete and submit an updated completed questionnaire no later than the seventh business day after the date on which the originally-filed questionnaire becomes incomplete or inaccurate.


CONFLICT-OF-INTEREST STATEMENT FOR OFFICIALS


Members of the Travis County Healthcare District Board of Managers are required to file a Conflict-of-Interest Statement if they or certain family members have similar business or gift-giving relationships with individuals doing business or seeking to do business with the Travis County Healthcare District.
