Anthony Haley, J.D.

Anthony Haley is an attorney who provides strategic advice and public policy research to businesses, and state and local governments. Haley possesses seventeen years of experience working in leading roles in and around the Texas Legislature. Anthony has worked for both Republicans and Democrats in the Texas House, Senate, and Supreme Court. Haley began his public affairs practice in 2000 and founded HRWK in 2004. His diverse practice includes the areas of energy, health and human services, education, transportation, municipal affairs, civil jurisprudence, and pensions and investments.

Prior to opening his consulting practice, Haley worked as the Vice President for University Relations at Texas Southern University from 1998 - 2000. His responsibilities included developing and implementing strategies for government relations, fundraising, communications, public relations, KTSU-FM, and alumni affairs. He also cultivated and secured former President George H. W. Bush to chair a national fundraising campaign. 

In 1997 Anthony served as Chief of Staff and General Counsel to Senator Rodney Ellis during the seventy-fifth legislative session. Haley coordinated staff in the capitol office, the Committee on Jurisprudence, and the Workforce Development Oversight Committee. In 1995 he was Ellis' General Counsel during the seventy-fourth session. 

Supreme Court Chief Justice Thomas R. Phillips appointed Haley as General Counsel to the Texas Commission on Judicial Efficiency in September 1995. Under the chairmanship of Baylor University Chancellor Dr. Herbert H. Reynolds, Haley devised and implemented a significant legislative agenda for the Judiciary. 

He served as General Counsel to the Joint Select Committee on Historically Underutilized Businesses in 1994 where he developed the legislative strategy and helped draft the state purchasing laws relating to minority and women owned businesses. Haley cut his teeth in the Texas House, where he was Representative Garnet F. Coleman's first Chief of Staff from 1991 to 1993. 

During the Summers of 2000 and 2001, Haley served as an Adjunct Professor at Texas Tech University School of Law, where he taught a course on the legislative process. He guest lectures at the Bush School of Government and Public Service. Anthony has served on the faculty of the UT School of Law Advance Texas Administrative Law Seminar. He serves on the boards of the New Milestones Foundation, SIMS Foundation, and the Central Texas African American Family Support Conference. Haley is also a member of the Seton Forum, Austin Black Lawyers Association, Digital Media Council, and StrataTx. 

Anthony graduated from the University of Texas School of Law in 1993 and was admitted to the Texas Bar. He earned his B.A. from Brown University in 1985 with a major in Spanish and a minor in Linguistics. Haley graduated from Strake-Jesuit College Preparatory School in Houston. He is married to My-Cherie Haley, Co-creator of Shimmer & Bliss Accessories.
