In the final step of a joint process, the Austin City Council approved the appointment of Anthony Haley to the Travis County Healthcare District Board of Managers on Thursday, June 11. Haley is the joint appointee for the Travis County Commissioners Court and the Austin City Council, and fills the vacancy left by outgoing Board Chairperson Carl Richie, who opted to not seek reappointment when his term expired earlier this year. Haley’s term is retroactively effective from January, 2009 and extends four years from that date.
Haley, an attorney, is a founder of HRWK, Inc., which provides government relations, strategic communications, and economic development consulting services in areas such as energy, health and human services, education, transportation, municipal affairs, legal services, and pensions and investments. Haley has also served as a consultant for Baylor Health Care System since 2003. Prior to founding HRWK, Haley served as Vice President for University Relations at Texas Southern University, as chief of staff to Texas Senator Rodney Ellis, and was appointed as General Counsel to the Texas Commission on Judicial Efficiency by Supreme Court Chief Justice Thomas R. Phillips. He also served as General Counsel to the Joint Select Committee on Historically Underutilized Businesses and began his 17-year public affairs career as Texas Representative Garnet F. Coleman's first Chief of Staff in 1991.
Haley has considerable public service experience, serving on the Third Ward Redevelopment Council Board in Houston from 1998 until 2000, the Texas Judicial Commission on Law Clerk Recruitment from 1999 until 2000 and the Travis County Dispute Resolution Center Board from 1990 until 1993. He also presently serves as chairperson of the New Milestones Foundation PR/Advocacy Committee, and serves on the SIMS Foundation Board of Directors, the Central Texas African American Family Support Conference Planning Committee, among numerous other volunteer positions.

The Travis County Healthcare District is governed by a nine-member volunteer Board of Managers. Four of the members are appointed by the Austin City Council and four are appointed by the Travis County Commissioners Court. Both governmental bodies jointly appoint the ninth member. The initial terms of the Managers were staggered so that, as near as possible, one-fourth of the members’ terms expire each year. Reappointments and new appointments to the Board serve four-year terms.
